I just defeated Korea as Brazil in a war in which I used the Conquest Casus belli, rather than the establish protectorate, so i would gain its territories as states as to expand my industry. However after occupying the whole nation and enforcing my demands the nations states are colonial provinces for me?Does anyone know why this happened?

If i cant gain them as states then why is conquest an option? I could just use establish protectorate for less Infamy.All help is appreciated!
